- Study on the Impact of the Role of Government in Promoting Human Rights on Opinions on the Disclosure of Personal Information of Criminal Suspect - Mediating Effect of Human Rights Awareness - -
본 연구는 「특정중대범죄 피의자 등 신상정보 공개에 관한 법률」이 2024년부터 시행됨에 따라 신상정 보 공개 제도의 개선을 위한 기초자료를 제공하기 위한 목적으로 국민들의 중대범죄 피의자 신상공개에 대한 의견과 영향 요인을 분석하였다. 이에 따라 2022년 「인권의식실태조사」의 자료를 활용하여 인권 증진에 관한 정부 역할이 피의자 신상공개 인식에 미치는 영향을 검증하고, 정부의 역할과 신상공개 인식의 관계에서 우리사회 인권 존중 인식의 매개효과를 검증하였다. 연구결과 인권 증진에 관한 정부 역할은 신상공개 의견에 부적(-) 영향력을 미치며, 인권존중인식은 정부역할과 신상공개 변수 간 부분매 개효과가 있는 것으로 증명되었다. 연구결과를 토대로 범죄로부터 안전한 사회를 구축하기 위한 국가 책무의 강화, 중대범죄자 신상공개에 관해 다양한 측면에서의 사회적 논의 확대, 신상공개 제도의 효과성 의 검증을 제언하였다.
인권 증진을 위한 정부의 역할이 범죄 피의자 신상정보 공개 의견에 미치는 영향 연구 - 인권 인식의 매개 효과
As the Act on the ‘Disclosure of Personal Information of Specific Serious Crimes Suspects’ has been in effect since 25 January 2024, this study analysed the public's opinions and influencing factors on the disclosure of personal information of persons suspected of serious crimes with the aim of providing basic data for the improvement of the disclosure system. We used data from the 2022 Human Rights Awareness Survey to verify the impact of the role of government in promoting human rights on the perception of disclosure of suspects' identities, and to verify the mediating effect of society's perception of respect for human rights on the relationship between the role of government and the perception of disclosure. The results show that the role of the government in promoting human rights has a negative effect on the opinion of disclosure, and the perception of respect for human rights has a partial mediating effect between the role of the government and the disclosure variables. Based on the findings, we recommends strengthening state accountability, expanding public debate, and verifying the effectiveness of the disclosure system.
