The safety environment in Korea is rapidly changing due to the diffusion of new technologies, shifts in social structure, and changes in the natural environment, increasing the likelihood that accidents escalate into major incidents. This study proposes a safety system diagnostic method for the living safety domain. We extracted and reviewed safety management provisions from representative living safety acts and grouped common elements to construct 21 diagnostic items and an item definition sheet. We also present an analytical frame and diagnostic procedure for classifying unreasonableness types in safety systems. Applying the proposed method to hiking accidents, two institutional deficiencies were finally diagnosed in the safety management system for hiking accidents. This study contributes by providing a basis to systematically identify structural gaps in safety systems and link them to improvement tasks through diagnostic items, procedures, and a judgment scheme.
