- Analysis of the Impact of Introducing a Safety and Health Management System in Public Organization on Accident Prevention and Management -
2018년 12월, 고양시 백석역 인근의 노후된 열수송관 파열사고, 강릉선 KTX 열차 탈선 사고, 태안화력발 전소에서의 청년 노동자 끼임 사고 등 공공기관에서 발생한 연이은 사고로 정부에서는 공공기관 안전강 화 종합대책과 공공기관의 안전관리에 관한 지침을 발표하였으나 이에 대한 성과나 효과성 등에 관한 연구는 부족한 상태이다. 본 연구는 2021년도 안전관리 등급제 대상 99개 공공기관을 대상으로 안전보건 경영시스템 도입과 안전관리 중점기관 지정 여부가 공공기관 안전관리 등급에 미치는 영향을 분석하였 고, 안전보건경영시스템 도입이나 안전관리 중점기관 지정이 공공기관의 종합적인 안전관리 능력을 평가하는 안전관리 등급에 영향을 미치는 것으로 분석되었다. 본 연구결과를 토대로 공공기관과 업무 특성이 유사한 중앙행정기관, 지방자치단체, 지방 공기업의 안전역량을 개선할 수 있는 방안으로 활용할 수 있을 것이며 이를 통해 공공부문의 안전사고 예방에 기여할 수 있을 것으로 사료된다.
공공기관의 안전보건경영체계 도입에 따른 안전사고 예방관리 영향분석
In December 2018, a series of accidents occurred in public organizations, including a rupture in an old heat transport pipe near Baekseok Station in Goyang-si, a derailment of the Gangneung Line KTX train, and a young worker trapped in the Taean Thermal Power Plant. Consequently, the government has issued guidelines outlining comprehensive measures to enhance safety in public organizations and safety management. However, there is insufficient research on the results and effects of these measures. This study analyzed the impact of implementing the safety and health management system and designating safety management priority organizations on the safety management grades of 99 public organizations included in the safety management rating system in 2021. Based on the results of this study, it can contribute to preventing safety accidents in the public sector. Furthermore, it emphasizes that this can be achieved by improving the safety capabilities of central administrative agencies, local governments, and local public enterprises that share similar work characteristics with public organizations.
