- A Study on Overcrowd Accidents Based on a Crisis Management Perspective -
2022년 10월 29일, 할로윈을 앞두고 대한민국 서울 이태원에서 일어난 인파사고는 인파 관리의 중요성을 전세계에 다시 한번 일깨워주었다. 이태원 참사 전에도, 대규모 인파에 의해 수십 수백명이 압사한 사고는 전세계에 걸쳐 끊이지 않고 일어나고 있었다. 정보통신기술(ICT)을 비롯해 관리의 수단과 노하우 가 부족하였던 과거에는 물론 현대 사회에 들어서도 성지순례, 축제, 공연, 스포츠 경기 등을 중심으로 선진국과 후진국을 가리지 않고 인파 사고는 빈번하게 발생해 왔다. 끔찍한 인파 참사를 겪었던 각국 정부들은 예방과 대비책을 철저히 준비하고 대응함으로써 인파 관리에 성공한 사례들을 찾아볼 수 있다. 한국에서도 이태원 참사를 계기로 인파 사고를 방지하기 위한 정부와 책임있는 기관의 관리가 이뤄져야 할 것으로 보인다. 본 연구는 인파 사고를 방지하기 위한 해외 각국 정부의 관리 방안을 위기관 리 단계에 비춰 비교, 분석함으로써 인파 관리 개선 방안을 제시하고자 하였다.
위기관리의 관점에 기반한 인파사고 연구
In October 2022, a tragic incident occurred in Itaewon as a large crowd gathered ahead of Halloween. This unfortunate disaster once again highlighted the importance of proper crowd management. Prior to this incident, instances of stampedes caused by large crowds have been a constant issue. Even in modern times, crowd-related accidents continue to happen around the world, especially during pilgrimages, festivals, concerts, and sporting events. Governments responsible for managing such crowds have been successful in preventing such accidents by taking precautions and being prepared. In the case of Korea, it is imperative that the government and relevant organizations take action to prevent such incidents from occurring in the future. This study aims to recommend improvements in crowd management by analyzing the plans implemented by foreign governments to prevent such accidents from a crisis management perspective.
