- The Case Study of Major Autonomous Police System and Analysis of Latest Trends ‐ Focusing on the U.S., British, and Japanese Autonomous Police - -
본 연구는 미국(기초형 모델), 영국(광역형 모델), 일본(국가형 모델)을 중심으로 자치경찰제도 도입 배경과 특성, 자치경찰 운영현황(조직, 예산, 사무 등), 경찰위원회 구성과 역할 그리고 자치경찰 사례 및 최근 동향을 분석하여 시사점을 도출하였으며 이를 통해 우리나라 자치경찰 제도의 발전 및 효율적 운용을 위한 정책적 함의와 방향을 제시하였다. 분석결과, 주요 국가의 자치경찰제도는 각 국가의 정치· 행정적 특수성에 기반하여 가장 효과적인 방안을 모색해 왔음을 알 수 있다. 다만, 우리나라의 경우 무엇보다 자율성과 책임성을 구현할 수 있는 조직과 인력, 사무 및 재정적으로 가장 합리적으로 설계할 수 있는 연구 등이 부족한 만큼 향후에는 보다 세부적인 자치경찰 운영방식에 대한 분석이 필요하다. 다만, 각 국 모두 자치경찰 관련 최근 공통적인 내용은 정보통신기술 발달에 대한 과학 치안과 시민참여 즉, 커뮤니티와의 연계프로그램을 운영하고, 범죄예방 및 치안활동을 위한 다양한 거버넌스 체계를 구축하고 있다는 점이 중요하다는 것을 제언하였다.
주요 국가 자치경찰제도 사례연구와 최신동향 분석 - 미국, 영국 및 일본 자치경찰을 중심으로 -
This study analyzed the background and characteristics of the self-governing police system, the status of self-governing police operations (organization, budget, office work, etc.), the composition and role of the police committee, cases of self-governing police, and recent trends, and presented policy implications and directions for the development and efficient operation of the self-governing police system. In Korea, above all, there is a lack of organizations, manpower, office work, and financial research that can implement autonomy and accountability, so it is necessary to derive practical application plans through more detailed consideration of how the autonomous police operate in the future. However, the recent common information related to autonomous police in each country suggested that it is important to operate scientific security and civic participation in the development of information and communication technology, that is, to operate a linkage program with the community, and to establish various governance systems for crime prevention and security activities.
