- A Case Study on Countermeasures Improvement of Abnormal Motive Criminal in Multi-use Facility -
최근 발생한 서현역 흉기난동 사건은 불특정 다수를 상대로 무차별적인 공격을 하는 범죄로, 2003년 언론에서 ‘묻지마 범죄’로 불렀으며 피해자 선정이 불분명해 시민들의 불안과 공포를 증대시켰다. ‘묻지 마’라는 표현과 표현에 따른 대책 마련의 한계로 경찰청은 2022년 ‘이상동기 범죄’로 명명하였다. 또한, 일부 연구에서 이상동기 범죄를 테러와 관련지음에 따라 대책 마련 시 이에 기반한 사항을 고려할 필요가 있다. 따라서 본 연구는 국내외 이상동기 범죄의 주요 사례와 대책을 비교·분석하여 국내 이상동 기 범죄 대책에 대한 고려사항을 도출·제시하고자 하였다. 이를 위해 먼저, 선행연구를 바탕으로 이상동 기 범죄의 개념을 정의하고 테러와의 연관성을 논의하였다. 또한, 다수의 사람이 밀집하는 공간에서 범죄가 발생하는 경우 피해가 더 커질 수 있단 점에서 다중이 모이는 장소에서의 범죄 발생 사례와 CPTED(Crime Prevention Through Environmental Design)의 관점에서의 대책을 중심으로 분석하였다. 본 연구 결과는 다중이용시설에서 이상동기 범죄 등 위기상황 시의 대책을 마련하는 데 활용할 수 있다.
국내외 사례 기반 다중이용시설 내 이상동기 범죄 대책 개선 연구
The recent stabbing incident in South Korea is a Mudjima crime, which was called by media in 2003, that indiscriminately attacks an unspecified number of people and the Mudjima crime’s victim is unclear, increasing citizens' anxiety and fear. Due to the limitations of the expression "Mudjima", the Korean National Police Agency has named it "Abnormal Motive Criminal" in 2022. As some studies, it were related to terrorism, it is necessary to consider matters based on this. Therefore, this study aims to compare and analyze domestic and international typical examples of the case and suggest additional considerations. To this purpose, first, we define Abnormal Motive Criminal based on previous studies and discuss its connection with terrorism. In addition, since the more people there are, the more damage they suffer, we would like to analyze countermeasures focusing on multi-use facilities from the perspective of CPTED(Crime Prevention Through Environmental Design). The results of this study can be used to prepare countermeasures for each stage of disaster management in preparation for the occurrence of Abnormal Motive Criminals in multi-use facilities.
